"Thatcher did indeed possess libertarian credentials – she cited Hayek as a source of inspiration32 and fought against unions. During her term, the Police and Criminal Evidence Act was passed (1984), which protects civil liberties by limiting the police’s search authority. She was one of the few Tories to vote in favour of legalising both abortion and homosexuality in 1967, a brave move considering the politically conservative context."

I think of T.S. Eliot’s lines:
Between the idea
And the reality
Between the motion
And the act
Falls the Shadow
It is entirely possible to create a mindless, wasteful, detested bureaucracy within a single nation. It is not necessarily the case that the Brexit outcome will be better from a libertarian perspective. It may be, or it may not be.
That said, much the same was true when 13 colonies declared independence from Britain. It was not necessarily true that the outcome would be better. There were many ways it could have gone wrong. The trick was to find a way to make it go right.
The Brits now have the incentive, as well as the means, to get it right. There is now no one to blame but themselves if they get it wrong. But to them alone is the glory if they get it right.
Alea iacta est.
